Can you pay for a TOEIC test with CPF funds?
Not the test alone. Asked “Can I take only a TOEIC test as part of CPF?”, the ETS Global help page says that CPF funding requires enrolling in an English course that will be certified by a TOEIC test. CPF therefore pays for a course that culminates in the test; it does not buy a test seat.
Another ETS Global page, about the TOEIC 4-Skills, repeats the same condition: CPF funds an English course only if the course includes taking this test. The price depends on the course; another ETS Global help page says the training provider sets the price based on factors such as the number of hours, course content, and preparation tools.
This aligns with the general framework Service-public describes for private-sector employees: courses eligible for funding must meet certain objectives, such as helping learners earn a recognized professional certification.
Which TOEIC test is registered for CPF funding?
ETS Global says the TOEIC test registered on the Specific Register is the TOEIC Listening, Speaking, Reading and Writing, or 4-Skills: listening and reading comprehension, and speaking and writing. Its pages describe the Listening and Reading as a separate product, without this type of registration. Candidates preparing for the Listening and Reading for a school application therefore cannot use CPF funding for that test session.
The official register is maintained by France compétences. Its current entry is RS7229, “TOEIC 4-skills certification (listening, speaking, reading, and writing),” registered on July 18, 2025, for five years, with levels assessed from A2 to C1. It replaces entry RS6151, “TOEIC Test,” which expired on October 24, 2025. If in doubt, refer to the France compétences listing.
This listing allows the test to be taken in a room monitored by approved proctors or at a location chosen by the candidate, under remote proctoring. Since the training provider determines which format is actually offered, ask before committing.
| Test version | Skills | CPF status |
|---|---|---|
| TOEIC 4-Skills | Listening, Speaking, Reading and Writing | Registered (entry RS7229), as part of a listed English course |
| TOEIC Listening and Reading | Listening and reading comprehension | ETS Global lists no registration: pay outside CPF |
The pitfall
Assuming “CPF pays for the TOEIC” and booking the wrong test
People often say “the TOEIC is CPF-eligible.” That shorthand is wrong for two reasons stated on ETS Global’s pages. CPF does not pay for a test without a course, and the only registered test is the 4-Skills. If your school requires the Listening and Reading, a 4-Skills test taken through CPF is not guaranteed to meet that requirement: follow the exact test name on the admissions page.
Conversely, do not count on CPF funding until you have read the details of the course you selected. A course that does not include the TOEIC 4-Skills, or is not listed, does not meet the requirement. The process described by ETS Global starts with enrolling in the course through Mon Compte Formation; do not expect reimbursement for a test session you purchased yourself.
How do you find an eligible course?
ETS Global’s process starts at moncompteformation.gouv.fr. Search the courses for “TOEIC” or “TOEIC 4-Skills test,” choose a course location (in person or online), then enroll with the provider. ETS Global says the provider will get back to you within two business days. Enrollment normally requires FranceConnect+; Service-public also describes an alternative process for people who cannot use the required digital identity.
Compare course prices and content from different providers. For courses leading to a certification on the Specific Register, such as the TOEIC, Service-public lists a €1,500 cap on CPF funds available from annual contributions; any co-funding is separate. In 2026, the mandatory contribution is €150 unless you qualify for an exemption, including when your employer adds funds. A sufficient CPF balance therefore does not guarantee that a course will have no out-of-pocket cost.
For applications approved from October 2, 2026, note that Mon Compte Formation says confirming a purchase commits the account holder, if applicable, to paying an additional contribution of up to €200 in 2027. This measure is part of the 2027 draft budget law; its calculation depends on the law and future implementing regulations. Review the official information and the terms displayed in your application before confirming.
- Search for a course on moncompteformation.gouv.fr using “TOEIC 4-Skills.”
- Check that the course includes the test and that the provider is listed.
- Ask about the price, duration, test format, and test date.
- Before confirming, review the contribution, exemptions, and the Mon Compte Formation notice about applications approved from October 2, 2026.
How can you pay for a Listening and Reading or a standalone test?
For a test that is not part of a CPF course, there are three options. First, an institution or organization may provide a test voucher; check its expiration date. If it organizes an institutional session, the institution sets the dates and frequency, as the TOEIC Examinee Handbook explains. Second, you can ask your employer: for a test outside CPF, get approval before paying; for a CPF course, ETS Global refers to employer co-funding and Service-public to an employer contribution. Third, you can pay directly for a session at an ETS Global public test center; check the listed price for the session and selected options before paying.
These options are not interchangeable for your application. In all three cases, first compare the test required by your program with the test session offered. Check preparation costs and test fees separately.
What if your application requires the Listening and Reading?
Start with the admissions page, not the funding: if it specifies the Listening and Reading, that is the score report you need, and you must pay for it outside CPF. The article comparing the Listening and Reading with the four-skills test gives examples of how requirements are worded and how to check them before booking.
If you are interested in the TOEIC 4-Skills for your own professional use, CPF may be an option, provided you enroll in an actual English course. In either case, keep preparation, test registration, and funding separate: each has its own provider and terms.
What is the TOEIC?, in the TOEIC guide GuideKey takeaways
- CPF funds an English course certified by a TOEIC test, never the test alone.
- The registered test is the TOEIC 4-Skills; the Listening and Reading is not listed as eligible for CPF funding.
- Use moncompteformation.gouv.fr; before enrolling, check the available-funds cap, your contribution, and any additional amount announced for 2027.
- For the Listening and Reading required by a school, use an institutional voucher, employer funding, or direct payment.
